The story of income tax reform in Missouri is nearly a century in the making.


In 2013, our partners in the Grow Missouri coalition advocated for an override of Governor Jay Nixon’s veto of House Bill 253, which would have provided for the first broad-based income tax reduction in almost 100 years.


Over a two-month time period, the Grow Missouri coalition ran the effort for an override like a true political campaign, holding town-hall meetings, engaging the media, and running advertising and direct-mail campaigns all aimed at reaching hundreds of thousands of Missourians and inviting them to participate in the tax reform discussion.


In addition to those hundreds of thousands of Missourians, Grow Missouri also invited a very special guest: Texas Governor Rick Perry.


Collaborating with Governor Perry’s staff, the Grow Missouri team organized a press conference to announce the launch of Americans for Economic Freedom, a new 501(c)(4) organization created to advance economic policies at the state level – including tax reform – that promote job growth, business development, and economic expansion. The event garnered widespread national as well as statewide coverage, positioning Governor Perry and Grow Missouri as thought leaders in the tax-reform movement.


Although the veto override did not take place, response to the Grow Missouri education effort created a groundswell of support and momentum. Grow Missouri laid the groundwork for tax-reform legislation in the 2014 session.
