Missouri Legislative Lobbying

Pelopidas Lobby Team:  Your Focused, Trusted, and Dedicated Advisor in Jefferson City

Pelopidas, LLC is a top tier lobby force in Missouri politics built on a foundation of trust, tact, and tenacity. Our principal lobbyists have decades of experience in issue and strategy management specifically tailored to each of our clients. Whether it is statutory, constitutional, or an administrative rule, we have the skill, reputation, and expertise to advance, prevent, or monitor the issue in any stage of the government relations process.

Attention to detail is a core priority of the services we provide to our clients. Our approach to lobbying is direct, constant, and always tenacious. Our lobbyists are dedicated full-time to this process, and are present every day that the Missouri General Assembly is in session.

We thrive on the energy that stems from new projects and ideas, and value each opportunity to represent a new issue. Our service is unique and differs from traditional lobbying services by incorporating a strong presence in media relations. Our firm houses a full time media lab and experts in video production, social media content, and web design. By utilizing advancements in technology and social media, we have proven successful in framing messages and driving them in a way that easily resonates with legislators and the general public. Whether it is advancing an issue through the legislature or energizing an association to get involved, social media and adapting to trending technology is crucial to success.

As part of our drive to lead our industry, we have developed resources to make Missouri politics as transparent as possible. We have a real-time Campaign Finance Tweet (CFTweet) at www.twitter.com/pelopidas that sends a public message to all twitter followers any time a candidate or committee receives a contribution in excess of $5,000 and reports it through the Missouri Ethics Commission. Additionally, our twitter feed sends an automatic daily report on the number of principles added or deleted by lobbyists through the Missouri Ethics Commission.

A Snapshot of a Few of our Issues:

Local Government: Our team is currently working with House and Senate leaders and the St. Louis Police Officers Association to encourage Governor Jay Nixon to include local control of the St. Louis Police Department in a call for Special Session. Today, there are only two cities in the United States that do not have the right to control their own police force-and St. Louis is one of them. The State of Missouri controls the St. Louis Police Department, a measure that dates back to the Civil War and costs St. Louis taxpayers $164 million without direct representation in the department through their local officials. Because this represents 36% of the City’s $454 million General Revenue Fund, we see this as a top priority in making St. Louis fiscally sound and the foundation of many other measures to turn St. Louis into the vibrant economic power that it once was. In one legislative session, along with four initiative petitions filed and ready for voter signature, our team has demonstrated that tough negotiations can be resolved and passed with the right plan in place.

Health Care: Our lobby team has represented a wide array of physician specialty groups, medical associations, and ambulatory surgery centers for nearly a decade in Missouri. At a time when the field of healthcare is changing rapidly and unpredictably, it is our priority to ensure all patients receive access to high quality care without sacrificing valued patient safety standards. We have worked extensively to increase transparency among health care providers and value the medical judgment that physicians bring to Missouri. Additionally, we have been at the forefront of negotiations with health carriers to increase patient and provider convenience through prompt and transparent payment of health insurance claims. We continue to support open competition among the industry through price and quality transparency, in addition to the removal of Certificate of Need and other government requirements that hinder free market competition and growth in the health care industry. Lastly, our team has built leading scope of practice experience for ensuring that anyone who wants a medical degree must attend medical school, not the halls of Jefferson City.

Telecommunications: As lead lobbyists for AT&T and its affiliates, we have collaborated with a high quality network of corporate and contract lobbyists in Jefferson City to help improve access to high-speed telecommunications services to areas across the state. Additionally, we have been successful in passing legislation to remove outdated government regulations in order to provide AT&T and other providers flexibility to invest in the infrastructure needed to meet the everyday and emergency needs of Missouri citizens. Because our team has someone present every legislative day in and among utilities, energy, and commerce hearings, Missouri has advanced regulatory reform, cable competition, and access reforms.

Education: For the past five years, our lobby team and grassroots activists have been on the front line in fighting for education reform measures that will give all students a chance to reach high standards of academic achievement. With 43% of Missouri’s college freshman taking remedial courses and families across the state stuck in unaccredited districts, we have worked to break the status quo by giving parents and children an option to find the educational platform that best fits their needs. Additionally, we’ve worked to establish new standards for high performing and motivated teachers to reward and attract top tier leaders to Missouri’s classrooms.

Tax Reform: Whether it’s through the legislature or in the initiative petition process, Pelopidas and our allied organizations have pulled together compelling data to highlight problems associated with Missouri’s tax policy as it relates to economic growth. After losing $1.5 billion in net adjusted gross income over the past decade and finishing 3rd worst in the country in state GDP growth, we are championing efforts to reverse Missouri’s tax policy to reflect high growth states like Texas and Tennessee that operate with no state income tax and a broad-based retail sales tax.

Professional Sports: In representing the St. Louis Blues and Scottrade, we continue to monitor legislation and regulatory measures that pertain to professional sports and venues. Additionally, we have recently jump started a new sports club, Line up a Legend, LLC, which provides members with exclusive access to private events with Hall of Fame and legendary athletes.
